NOTICE OF RACE

1 RULES
1.1* The regatta will be governed by the rules as defined in The Racing Rules of Sailing 2009-2012.
1.2 No national authority prescriptions will apply.
1.3* The current Class Rules of participating yachts will apply.
1.4 Rules 44.1 is changed so that a boat may take a one turn penalty when she may have broken a rule of Part 2 when racing. The changes will appear in full in the sailing instructions. The sailing instructions may also change other racing rules.
1.5 If there is a conflict between the NOR and the Sailing Instructions, the Sailing Instructions will take precedence.
1.6 If there is a conflict between languages the English text will take precedence.
 
2 ADVERTISING
2.1 The Thailand Catamaran Week 2012 is classified as a Category C event, in accordance with the ISAF Advertising Code - Regulation 20.
2.2 Boats may be required to display advertising chosen and supplied by the organising authority.
 
3* ELIGIBILITY AND ENTRY
3.1 The regatta is open to all brands and types of beach catamaran.  The Texel Rating System will be used for handicaps.  Any boat without a published Texel number is required to provide the required data to establish a rating to the organising committee.
3.2 Eligible boats may enter by completing the form at http://www.thaicatregatta.org/entry_applications.htm and paying the required entry fee on or before February 3rd, 2012.
3.3 Late entries will be accepted under the following conditions:

3.4 Entries may be restricted to 80 boats.
 
4 FEES
4.1 Required fees are as follows:
Class Fees- Full Regatta Fees – Club Championship
Double Handed Catamaran 10,000 BHT 7,500 BHT
Singlehanded Catamaran 6,000 BHT 4,500 BHT
 
5 SCHEDULE
5.1* Registration:
Day and date Friday 3rd February
From 11:00  To 13:00, and from 14:00 to 18:00
5.2 Measurement and Inspection:
Crews will be weighed at registration to check compliance with class rules
5.3* Dates of racing:
The schedule may be adjusted to allow the running of Medium & Long Distance Races in suitable conditions.

5.5* The scheduled time of the warning signal for the first race each day is not before 11:00 except on Friday 10th February where the scheduled time of the warning signal is 10:00.
 
6 MEASUREMENTS
The organising committee reserves the right to spot check boats and crews during the regatta.
 
7 SAILING INSTRUCTIONS
The sailing instructions will be available from Friday January 27th from the regatta website and from registration.
 
8 VENUE
8.1 The location of the club and driving directions can be found at http://www.varuna.org/locator.htm and location on Google Maps is on the regatta website at http://www.thaicatregatta.org/maps.html
8.2 Racing will be held directly off the club and around the nearby islands.
 
9 THE COURSES
The courses will be detailed in the Sailing Instructions and/or on the regatta notice board.  Courses for racing round the buoys will be windward/leeward, triangle or trapezoid.  Long distance races will be around the nearby islands and may have additional turning marks and/or gates.
 
10 PENALTY SYSTEM
10.2 For all classes rule 44.1 is changed so that the Two-Turns Penalty is replaced by the One-Turn Penalty.
10.3 An International Jury will be appointed.  Decisions of the Jury will be final as provided in rule 70.5.
 
11 SCORING
11.1 The Low Point System of Appendix A will apply.
11.2 4 races are required to be completed to constitute a series.
11.3 (a) When fewer than 5 races have been completed, a boat’s series score will be the total of her race scores.
(b) When from 5 to 6 races have been completed, a boat’s series score will be the total of her race scores excluding her worst score.
(c) When 7 or more races have been completed, a boat’s series score will be the total of her race scores excluding her two worst scores.
 
12 BERTHING
Boats shall be kept in their assigned places in the boat park.
 
13 RADIO COMMUNICATION
Except in an emergency, a boat shall neither make radio transmissions while racing nor receive radio communications not available to all boats. This restriction also applies to mobile telephones.
 
14 PRIZES
Prizes will be given both for the overall regatta and for each day’s events for each class.
 
15 DISCLAIMER OF LIABILITY
Competitors participate in the regatta entirely at their own risk. See rule 4, Decision to Race. The organising authority will not accept any liability for material damage or personal injury or death sustained in conjunction with or prior to, during, or after the regatta.
 
16 INSURANCE
Each participating boat shall be insured with valid third-party liability insurance with a minimum cover of 10,000,000 BHT per event or the equivalent.

Sailing Instructions

1.     Rules

1.1 The regatta will be governed by the ‘rules’ as defined in the Racing Rules of Sailing and the class rules applicable to each class of catamaran.

1.2 Prescriptions of the National Authority will not apply.

1.3 Add to RRS A11: ARB means scoring penalty after arbitration, and DPI means a jury imposed discretionary penalty.

1.4 Sails shall have the full sail number in accordance with Class Rules and RRS Appendix G1 (Identification on sails).

1.5 The Texel Rating Rules will apply.

 

2.     Notices to Competitors

Notices to competitors will be posted on the official notice board at the RVYA office end of the terrace of the Clubhouse.

 

3.     Changes to Sailing Instructions

Any changes to sailing instructions will be posted before 09.00hrs on the day it will take effect, except that any change to the schedule of races will be posted by 18.30hrs on the sailing day before it will take effect.

 

4.      Course area and signals made ashore

4.1 The approximate position of the course area will be displayed on the official notice board.

4.2 Signals made ashore will be displayed on the signal mast near the beach bar. When a signal is displayed over a fleet colour it applies to that fleet only.

4.3 When AP is displayed ashore, 1 minute’ is replaced with ‘not less than 60 minutes’ in the race signal AP. This changes AP in Race Signals.

Monday 6th Feb   Long Distance race (1)

Wednesday 8th Feb  Short Course race (1) + Medium distance race (1).

Thursday 9th Feb   Reserve Day

Friday 10th Feb   Short Course races (up to 3 races).

Prize Giving & Closing Ceremony.

5.1 The scheduled time for the first warning signal of each day will be 11.00hrs and 10.00hrs on Friday 10th Feb.

5.2 On the last day of the regatta no warning signal will be made after 13.00hrs.

 

6.Class Flags

Two Divisions will be formed on the basis of boats ‘Texel Rating’ with the following class flags and starting sequence assigned.

Divisional splits will be posted on the Official Notice Board by 18.00hrs on Friday 3rd February.

 

7.         Area of racing

Short course races will be run approximately adjacent to the Royal Varuna Yacht Club and a distance of approximately 2 to 3 nm off shore. Medium distance races will be run in the vicinity of the club, approx 2 nm to the north and south of the club and up to 4nm off shore.

 

8.         The Courses

8.1TheShort course configuration is shown in Appendix 1

8.2 TheMedium courseconfigurations are shown in Appendix 2.

8.3 The Long Distance Race course will be advertised 1 day prior to that race taking place.

8.4 No later than each divisions warning signal, the race committee boat will display on its side the following –

 

Compass bearing to the 1st mark for both Divisions displayed as white numbers on a black background and…….

Short Races– Number of laps for each division displayed as black numbers on a white background for White division, and black numbers on a yellow background for Yellow division.

Medium Races – Course board (same course for both divisions), displayed as white letters on a black background. The number of laps displayed as black numbers on a white background for the White division and black numbers on a yellow background for the Yellow division.

Long Distance Race– Course will be advised prior to that days racing.

9.       Marks

A description of the marks are detailed as per SI Appendix 1 & 2.

10.      The Start

10.1 Races will be started according to RRS 26.

10.2 No less than 5 minutes before the first warning signal of each race, an orange flag will be displayed with a sound signal on the race committee boat indicating that the RC/boat is on station and that the course boards for each division are on display.

10.3 The start line will be between an orange flag displayed on the race committee boat, and a buoy (ODM) displaying an orange flag.

10.4 Boats whose warning signal has not been made shall avoid the starting area during the starting sequence of the previous start.

10.5 A boat starting later than 4 minutes after her starting signal will be scored DNS without a hearing. This changes RRS A4 and A5.

 

11.       Change of the next leg of the course

To change the next leg of the course the race committee will move the original mark to a new position in accordance with RRS 33.

 

12.      The Finish

12.1 The finish will be between a blue flag displayed on the race committee boat and a buoy displaying a blue flag, except when RRS 32.2 applies.

12.2 Competitors shall keep clear from the finishing area at all times and shall not interfere with any boat still racing.

 

13.        Penalties.

13.1 For all classes RRS 44.1 is changed so that the Two Turns Penalty is replace with the One Turn Penalty.

 

14.       Time Limits.

Time limits for both fleets will be as follows –

14.1 For Short distance races - boats failing to finish within 165% of the elapsed time of the first finisher in that division will be scored DNF. This changes RRS 35, A4 and A5.

14.2 For medium and long distance races – time limit for last boat to finish is 17.00.

 

15. Protest and Redress Hearings

15.1 Boats need not display a protest flag. This changes the 6m limit of RRS 61.1(a).

15.2 Protest forms are available in the Race Office located on the upper floor of the RVYC. Protests and requests for redress or reopening shall be delivered there within the appropriate time limit.

15.3 For each division the protest time limit is 60 minutes after the last boat has finished that last race of the day. Notices will be posted no later than 30 minutes after the protest time limit to inform competitors of hearings in which they are parties or named as witnesses. Hearings will be held in the protest room located in the upper level of the RVYC.

15.4 Notices of protests by the race committee or protest committee will be posted to inform boats under RRS 61.1(b).

15.5 As an alternative to a complete protest hearing by the jury for an alleged breach of a rule in RRS Part 2, competitors may be given the choice of pursuing an Arbitration process. The condition for this is that the parties present at the time scheduled for the hearing agree to accept the decision of the arbitrators. The arbitration system changes RRS 63 & 64. The Arbitration Rules and Guidelines will be posted on the Official Notice Board before the start of racing.

15.6 A boat that takes an Exoneration Penalty (XPA) in Arbitration accepts a 20% scoring penalty (except that the minimum penalty is two places if that does not result in a score worse than DNF). This penalty does not reverse an OCS score, a disqualification under RRS 30.3. It is not available for a breach of RRS 2 or of class rules or for gross misconduct under RRS 69.  Nor is it available to a boat that caused injury or serious damage or gained a significant advantage by her breach: in these circumstances, her penalty is to retire.

15.7 All boats that have taken a penalty under SI 13 are required to register their penalty after racing on a Penalty Declaration Form available in the Race Office.

15.7 To request correction of an alleged error in the posted race or series results, a boat shall complete a Scoring Enquiry Form available in the Race Office.

15.8 If the Jury decides that a boat has broken a rule it may impose discretionary penalty points (DPI) which changes RRS 64.1.

 

16    Scoring

 The Low Points Scoring System of the RRS will apply.

a) When 5 or less races have been completed there will be no discards allowed

b) When at least 6 and not more than 8 races have been completed one discard will be allowed

c) When 9 or more races have been completed 2 discards will be allowed

 

17.      Safety

17.1 Each helmsman will be issued with an identification tag number on registration. Each helmsman shall, before going afloat each day remove their tag from the Tally Board on the lawn. Immediately on return to the shore, each competitor shall replace their tag/s. Crews failing to adhere to this safety instruction will be requested to donate Baht 1000 to the RVYC nominated children’s charity.

17.2 A boat that retires from a race shall notify a race committee or jury boat as soon as possible or the Race Office immediately after returning to the shore.

17.3 A suitable lifejacket or buoyancy aid shall  be worn by all competitors when afloat.

17.4 While afloat each boat must have on board a righting line, a towing line approx 10 meters in length and 6mm diameter.

18.Replacement of Crew or Equipment

18.1Substitution of competitors will not be allowed without prior written permission of the protest committee.

18.2 Substitution of damaged or lost equipment will not be allowed unless authorised by the protest committee. Requests for substitution shall be made to the committee at the first reasonable opportunity.

 

19.  Equipment and Measurement Checks

19.1 A boat or equipment may be inspected at any time for compliance with the class rules and sailing instructions during the regatta week.

 

20.  Official Boats

20.1 With exception of the Race Committee start / finish vessel, all other regatta support boats may fly an R flag. Jury boats will fly a white flag with a letter J in black.

 

21.  Trash Disposal

21.1 Boats shall not put trash in the water. Trash shall be placed aboard the support and race committee boats.

 

22.  Radio Communication

22.1 Boats shall neither make radio transmissions while racing nor receive radio communications not available to all boats. However boats are recommended to carry mobile phones for use in emergency only. The emergency phone number will be posted on the Official Notice Board on Friday 3rd February.

 

23.       Prizes

A full listing of the regatta prize distribution will be posted on the Official Notice Board before he start of the regatta.

 

24.       Rights to Use Name and Likeness

24.1 By participating in this event, competitors automatically grant to the organising authority and the event sponsors the right, in perpetuity, to make, use, and show, at their discretion, any photography, audio and video recordings and other reproductions of them made at the venue or on the water from time to time of their arrive at the venue, until their final departure, without permission.

25.     Disclaimer of Liability

All those taking part in RVYC races or any other sailing events controlled by the RVYC, as between the RVYC and each of those so taking part, do so at their own risk and responsibility and the RVYC and any sponsor associated with this event has no liability for any damage, loss or any penalty suffered by any boat crew or any other person taking part in such events. The RVYC and any sponsor associated with this event shall not be responsible for the sea-worthiness of a boat whose entry is accepted and/or the sufficiency and/or adequacy of its equipment or the competence of its skipper or crew.
